I'll lay heavy odds that it's intentional. They want to increase the odds that only people who really, really want to get in touch with them will go thru the necessary hoops to find it. This is kind of a preliminary ruff cut to screen out the spam and nuisance calls. You wouldn't bother if it was just some little minor quirk, but obviously you don't put the current problem in that category, so their little lure has trapped exactly the kind of fly they're looking for. (Pardon the bug analogy.)
