For setting a sort order that is other than alphabetical, we use a simple field 
that has a number in it for the sort, that way we can change the sort order 
anytime we like.

Not sure if that helps much or not, just thought I would throw it in.

We can already specify that a value list is based on a relationship.
It'd be nice if FMI enhanced this by honouring the sort order
specified in the relationship rather than always displaying the value
list in alphabetical order; this would be a simple solution to your
problem. I've just lodged a feature request to that effect.
