Are all active processes running on the same, secured server? If FOP, some dependency such as a logo/img or stream, or some other process is running on a separate server, that may be enough to trigger the 'non-secure' switch. HTH!
I believe that even such dependencies the DTD would need to be on the secure server. I would have to assume SSL connections were taken into account when the powers that be implemented the XML Spec for name spaces. ;-p
