First of all, I'm assuming these are split planes, not copper pour 
polygons. If they are pours, the complexity that they generate could be 
part of the problem.

Secondly, simply saving the file with a new name and deleting the planes 
would be a fast way of testing the situation.

It was mentioned that removing the planes was not being done because the 
rat's nest from the plane nets would make manual routing difficult. 
Disabling the rat's nest for those nets would eliminate that problem.

But the kind of delay being reported is much greater than anything I have 
seen. There may be some completely unsuspected cause for this. It will be 
interesting to see what Premier comes up with if they look at the file. I'd 
offer to look, but it sounds like a large file and I'm not sitting on a 
high-speed line yet. I hope to fix that when I move....
