It's not just offshore parts.

I think it is in the contract: the drafter completes the drawing, 
determines which dimensions are crucial for the design engineer, and then 
erases at least one of them.

That does sound far-fetched, but does anyone have a better explanation for 
why part drawings so frequently give us every dimension except the ones we 
need?

Actually, I have tended to attribute it to the general decline and fall of 
Civilization.
