I just had an informal talk w/ HLCIT, but they've neither shown any interest nor any disinterest in it. But I'm yet to talk to NITC, I guess they might be interested, but not too sure. In my thought, they should be the ones in taking it forward implementation-wise as there are bound to be wide-scale migration to Unicode in the time to come.
