A couple of years ago I asked this question of a Foxboro V.P. at a user's
group meeting question/answer session.  I was told that this was a
'marketing decision' made by Foxboro, which means: no, you don't really need
a new license, that's just the way they have decided to do things.  I gather
that this policy has not changed.  

This policy has hindered the usefulness of our system by keeping it locked
into out of date, slow computers compared to the rest of our business
systems which have been continually upgraded.
