The next test is to check the clock in GMT. I expect it to be off, which means that the timezone rules are not the

And how do you purpose I check the clock in GMT?

date -u should do it.

date -u shows
Mon Mar 11 01:08:39 UTC 2013

date shows
Sun Mar 10 01:08:47 EDT 2013

In tzsetup I selected north America, EDT.

What is really needed is for the tzsetup program to state which east coast selections have day light saving included. Maybe a pr is in order.
