Not quite, as within TileImprovementStyle.isConnectedTo we do not
have access to isRiver et al, but I have hacked something similar into
TileImprovement.getMoveCost which looks like a sufficient fix so far 
(svn.10447).

OK, so we will need to update the style on every road-containing-neighbour
of a tile where a road improvement completes.  Hopefully only a partial update 
will be needed.  I have time to look at this, but am reluctant as with the 
above fix in place we are back to a state where there are no new unfixed 
serious 
bugs, and no other known new reproducible issues, which sounds like an 
opportunity to release 0.10.7.  So I will play test a bit more today, and 
probably start working on the release late this evening.
