That was supposed to be TileImprovement.isConnectedTo(), not 
TileImprovementStyle.isConnectedTo(). Sorry, my mistake.

I agree. It might be a good idea to distinguish tile improvement 
connectivity from the style itself, which is basically only a visual 
attribute.
