I have switched ColonyTile to the new production scheme. This change 
introduces a slight semantic change. In the past, colony center tiles 
had an explicit primary and secondary production, which were handled 
slightly differently. Artificial tile improvements applied to the 
primary but not to the secondary production.

This is no longer the case. Colony center tiles no longer have an 
explicit primary or secondary production. From now on, artificial tile 
improvements are applied only to food production and not to other 
production. Since the primary production always was grain in the rule 
sets we distribute, the player should not notice the difference.

I find this production rule pretty arbitrary and propose to make it 
configurable.
