no wonder.  Windows for Workgroups 3.11 expects a few interfaces from
DOS that simply don't exist in FreeDOS.
it's well known that these interfaces exist, while exact behaviour is
less well documented.

we always knew that, und decided not to waste our time on on this problem
as WFW 3.11 was never a target for the working  engineers.
case closed.
