Yes, Info-Zip does not yet support LZMA compression... but you do not need pkunzip; you can also use 7-Zip to unpack the .zip files. Try `7za x i16gcc.zip'.
I made a deliberate choice to use LZMA compression for my gcc-ia16 packages, since the FreeDOS package installer also supports it, and it does save some space --- see e.g. https://sourceforge.net/p/freedos/mailman/message/36378345/ .
