I don't think "buggy" is the right summary from the wiki. The wiki actually says: "[..] Harald Arnesen's port of GNU Tail seems to have incorrect source file; have removed from ibiblio until it can be fixed. For now, do not include." If I recall correctly, you had said in an email that you had accidentally provided the wrong source file for Tail. But I just checked Ibiblio and I see you provided an updated version afterwards, which I mirrored to ibiblio - but did not update the wiki. I'll update the wiki to reflect including this Tail.
