nope. starting with Windows 3.11 for workgroups, most work is done by
Windows.

Win95: Only if necessary work would be delegated to the 16Bit DOS
foundation, like real mode 16bit drivers for disks, network, ...

otherwise Win95 would (mostly) work on it's own. reda the Schulman
books.
