you log is somehow truncated, but only a few packages are needed:
dosemu2:
Depends: libc6 (>= 2.38) but 2.36-9+rpt2+deb12u8 is to be installed
Is your Raspberry Pi OS the newest version?
Depends: libreadline8t64 (>= 6.0) but it is not installable
Maybe weird name for libreadline? Something to ask dosemu2 people.
Depends: djdev64 but it is not installable
That is one of the packages available from Dosemu2.

Regarding your other question: I have no idea if
Ubuntu can be installed inside Docker. Maybe you
can install Ubuntu or another Debian directly on
your hardware, possibly using a separate memory
card if you do not want to damage your normal OS.
For the general question: You can install more
packages in an existing freedos simply by unzipping
the package zips in your freedos install directory.
In dosemu2, your C: drive can simply be a directory
in your host Linux, which probably even is default,
making it trivial to add files to itusing Linux.
