The thing about this is that port scans have a real tendency to get
people (especially sysadmins) angry.  The fact that MediaEnforcer has
to scan IP blocks and because there is no set Freenet port means that
MediaEnforcer has to portscan a *large* number of sites.  This means
that it will get a *large* number of sysadmins angry.  The more angry
sysadmins, the better, because you could construe that MediaEnforcer
was attacking your site by portscanning it, and alleging that such a
portscan is an attack IIRC has been used successfully in court
before.
