The goal is to avoid giving node IPs to Them. If you shutdown a normal
node or a gateway node and don't take its IP list (as in the case of
MediaEnforcer) then it is the same. One node down and you don't gain any
information. If you shut down a normal node or a gateway node and steal
its IP list (as in the case of hypothetical China) then it is the
same. You get a list of other nodes.

Either way has exactly the same risk of detection by association. Running
a clustered node has less risk of detection by scanning or by contact with
an evil node. So the overall risk is less.

Obviously this is still not acceptable. Someone needs to come up with a
solution so that nodes do not betray the addresses of other nodes. I don't
have this figured out yet, but then I don't claim to have everything
figured out.

But I still don't see why you think it makes node runners *easier* to
discover.
