Running an evil node still works without my proposal and is still defeated
with my proposal. Unless they're stealing the IP lists from detected
nodes, in which case rejecting unknown connections and *additional*
protection is needed.

We're talking about a situation where running a Freenet node is in itself
persecuted. So everyone is a dissident.
