I just did a quick search of the Australian Defence and Strategic Goods List (DGSL):

1/  Employing functions of digital “signal processing” to provide ‘voice coding’ output at rates of less than 700 bit/s;

2/ There are exemptions for technology in the "public domain" and "basic research".

Codec 2 does have a 450 bit/s mode, but it's more in the R&D/demo realm, I don't know of it being used by anyone. Codec 2 700C is in wide use.

When convenient, can you pls take a look at the equivalent US list?  I've found in the past the Australian law in this area tends to be closely aligned with the US.

I'm not speaking for the project, but my personal feeling is that this endangers the project.

Codecs are on the US Munitions list, and the rules here in the US include that if people working on the project who are in the US* render aid *to defense projects, for example by answering your questions on this mailing list, our work is in danger of coming under the US export laws ITAR or EAR. Australia, where David is, has somewhat different rules, and they differ among countries. But this is serious stuff, and includes the potential for some of us to go to prison.
