That's not just a problem of debian... It is more a problem specific to the 
program then to the redistribution method.

so you cannot use openssl without having a special exception from openssl 
saying that it is ok to link tntnet with openssl.

Some programs have this exception in their license, for example openvpn (see 
their license document for details).
