It's enabled, it's just not enabled by default. Have you tried loading
the module with the modeset=1 option?

It's all about CONFIG_DRM_I915_KMS=y. Here is what I get at the moment:

Disabling CONFIG_DRM_I915_KMS brings back the normal picture again.
