As for the cairo patch, the only real discussion has been in a bug thread.

It appears it was accepted into cairo, but then removed before 1.8.x. All
I can guess is they are in the process of implementing it again, because
it has been reopened since it was "resolved".

I have been unable to find anything to explain the lack of implementation
of a similar patch for upstream libxft, but I did find this wiki page that
lays out a task for "Implementing lcd filtering type through the stack".
It is only partially completed. The only one that is currently patched
upstream wise is fontconfig. See here:

My reason for wanting to include them now is because upstream has been
working on this for years already (since 2007, at the earliest according
to the cairo bug). I don't know about you, but I don't feel like waiting
another unknown number of years to have quality font rendering on my LCD
screen. The rendering without the patch is horrible. I used to not notice
but that all changed when I started using a HDMI digital connection. Its
already been field tested by Mandriva, Ubuntu, and possibly other
distributions that are far larger than we are. So, I don't see that as an
issue. So to summarize, I want to have the patches implemented now because
I just don't feel I can stand to use frugalware on my computer without
them. Upstream has already has at least 3 years to resolve this matter,
and I want to reap the benefits now, rather than wait on them to resolve
whatever issue is holding it back. If this is not reason enough to include
them in frugalware, then I will simply have to put them in my personal
repo.
