In a voluntary system, no "under-performing students" would be left out. In fact, I am against them going to special schools. I could probably get them extra teaching from more able students while remaining part of the class (while maintaining the rule that they are not advanced until they can handle the next grade).

I think self-esteem is better served by their remaining with their contemporaries. If it doesn't work out, obviously, other arrangements will have to be made.

The principal reason for making students volunteers, rather than impressed, is that those who cause trouble in the classroom will either knuckle down - or be gone!
