It seems to happen only if a function is called, not with plain
commands.  Try

  DestroyFunc foo
  AddToFunc foo I nop
  DestroyModuleConfig FvwmButtons*
  *FvwmButtons: ActiveColorset 2
  *FvwmButtons(Title foo, Action foo)
  Module FvwmButtons
