I think this may shed some light:
a) Upgrade export deals with Check Point configuration. Not the OS
configuration. Thus, no interface, routing, etc. information is held
on the resulting file. This is because this configuration can be
restored in a different OS and platform as well.

b) The SPLAT backup command saves all the OS configuration as well.
You are supposed to restore this configuration only if the new machine
where you are restoring is "equivalent". This is, the same amount and
order for the NICs and other devices.

So, If the machine is not equivalent, would be much better if you
build the OS configuration from the scratch (may be using as an aid
the backup you did in the original machine(, and then over it you
restore the configuration you saved using upgrade_export...

As you have 2 boxes, you can always help yourself in the process
configuring the OS in the secondary machine without actually affecting
the production one...
