There was a "Cocoa" module [I think] of OpenDoc, the software 
foundation which Cyberdog was built upon that was originally a 
collaboration between Apple, IBM and someone else (not Motorola, and 
definitely not Microsoft!). Cocoa in this case was intended for kids in 
school. The only reason I know about it was that someone (Apollo 
Software? don't sue me if I got the name wrong) was selling a 'Cyberdog 
CD' that had lots of (free on the internet) OpenDoc software, including 
the Cocoa module and Cyberdog. I won't get into the history of OpenDoc 
or Cyberdog, but I will say it is possible to run them in the Classic 
environment, and when I was using OS 8.1 through 9.1 I loved Cyberdog 
(browser, mail, news, ftp, etc.) I doubt there is any relationship to 
the current Cocoa environment of OS X. Aren't the current names just 
marketing terms? I.e. Cocoa is called that because Apple wanted a 
warmer, friendlier Java (hot chocolate vs. espresso); Carbon is "the 
element upon which all life forms are based" (Steve Jobs), i.e. both OS 
9 and OS X. Classic, well, the only thing I can think of is Classic 
Coke (as opposed to New Coke).

What tipped me off is the date. Jobs was not even a part of Apple yet, 
was he? I think Gil Amelio/Board were still trying to decide between 
NeXT and Be OS after (during?) canceling Copland. It wasn't called 
"Cocoa" in NeXT, was it?
