Pull the battery out, and the power plug out. Leave it for a while (try a few minutes first, and then leave it overnight if nothing happens), and plug everything back in. If the fan doesn't turn back on, try booting (if you can't boot, reset the power manager holding the keys for 10 seconds then waiting for 20 seconds). Hopefully that will improve the situation a bit.
