Maybe not the notion of "rules", but Netscape does support the notion 
of "Message Filters".  On my iBook, with Netscape v7 on OS X, you 
select "Tools, Message Filters", then click on "New" and fill in the 
blanks of what you want to filter.  I have also used the filters in 
other versions of Netscape.
