It smells funny because Microsloth has decided this is the way to get around some of the "remedies" put upon them by the DOJ. Once they fully integrate the browser into the system, which is what they intend to do, they can no longer be said to be unfairly competing against other browsers. In other words, their browsers for Winblows will be so ingrained into the operating system that it won't be able to be considered a separate piece of software. Not surprising, when you consider it's already so close to that state now that if you uninstall the browser you cause major problems with the OS.
