Inside a house, there are factors that may be hidden from you that influence the propagation and attenuation of the signal. The presence of metal in the walls (screening in the windows, wiring, wire used in stucco finishes, foil backed insulation, etc) will weaken the signal.
The orientation of the antenna is a significant factor with high frequency signals at low power. If you have a "clear shot" from the antenna to the window (and it doesn't have metal screening) try a horizontal orientation of the antenna. Check the cupboard to see if it is full of pots and pans or some such. Run the "Optimize Placement" utility and see what happens as you move the antenna and change orientation.
