I had the same issue you describe here and tried the solutions or queries suggested in this thread but to no avail.
I then tried to create a Guest account.
I made the name "Guest" (case-sensitive). I made the simple name "Guest" (case-sensitive). I then made the password "guest" (case-sensitive).
This worked for me, it might work for you.
Keep in mind that you need to supply a password or the system will supply one for you.
I used the password as the password hint to simplify the guest sign-on.
Also, you will still need to modify and restrict the permissions.
I only set it up to use a few games (Chess, Marble Blast) plus FireFox, AppleWorks and TextEdit.
