The Net Nanny might slap your wrists OTOH, as far as I'm concerned, the Mini is a PowerBook without a monitor or battery. The designs are that similar. The mini should feel snappier than your Lombard. The mini I had in my office for tests was snappier than the two iBooks I'd been working on.

Repairing permissions ain't gonna do anything. I'd get MacJanitor or a similar program to run the chron based utilities that don't normally get run since our Macs tend to be asleep or off when they run. I'd also kill caches.

Finally, look at his auto start utilities and see what he's running that might explain a sluggish feeling. With the RAM he has he should be able to run one good-sized program like Word or Photoshop Elements, or a couple compact programs without the computer feeling slow.
