Since she didn't take no for an answer, you might want to first contact your local Attorney General's office, and see what could be done. I suspect that both your police dept. and internet provider would be interested in this too--since "brother" probably has done this for others.
If it's feasible, you might also either go with a wired router, or just turn your wifi base station off when not in use--that would deter her from breaking into your signal and stealing service.
