I my specific case, there were no components on the surface of the CPU, so 
there was no need for a "cushion"

Also in my specific case, installation of the heat sink resulted in the sink 
not properly contacting the die cover on the CPU. I could actually see light 
between the sink and the die.

With the "washer" in place, all was well.

It is my contention that the "washer" is mandatory.
