I put a small 486DX2 Fan on my G4 heat sink on an upgraded B&W. The CPU is
500MHz and will not over clock. Without the FAN the Heat sink gets very hot
to touch, with the fan it is always cool to touch.

If you O'C or not I strongly recommend installing a CPU fan. This will
prolong the life of your Mac. My B&W is whisper quite. The LG 52x cdrom
drive I installed after the stock cdrom died is also quite. The external
FireWire case with my DVD burner is LOUD!!! The Fan sounds like a WWII
mustang aircraft taking off. Ok a little exaggeration. I find iTunes and
good speakers is the best solution when dealing with FAN HISS.
