I'd also try deleting the preference files for both IE and OE. Then delete the
apps and the assorted extensions/library files that they place in your System
Folder. Remember to pull out the mailbox files and the bookmarks file before you
delete everything; so you don't lose your saved email and bookmarks.

I've had corrupted library files cause quite a bit of a ruckus on my machine.
