I ran repair permissions one last time and that seems to have fixed
the problem. Strange that installing the original 10.2.7 and then 10.3
worked without a hitch. Guess that's why it's called a computer?

Any ideas out there?
run the file system continuity check, repair permissions, and, if
that does
not work, run disk first aid.

It's best if you start your platform from the OSX install CD and then
run the disk utilities. That way none of the HD is being used and a
more complete check can be done.
Also if errors are found and corrected, the disk utilities should be
run again and again until a clean pass has completed. As some problems
can be hidden by other problems and when a disk error is discovered and
corrected the process is not restarted from the beginning.

I know, when people see a cat's litter box, they always say, "Oh, have
you got a cat?" Just once I want to say, "No, it's for company!"
