Yes, I think it was the next version, after Apple spun off the software division to Claris. At least my copy was Claris-branded. I don't know the relationship of these products to Claris Draw.

The progression list is (with, iirc, how it was distributed):
MacDraw, Free with the first Macs
MacDraw II commercial app Version 1.1 that I have is from Claris, not Apple
MacDraw Pro commercial app from Claris

Claris Draw was the successor to Pro. Apple may have been prepping for a cross platform app, so they changed the name from MacDraw to Claris Draw.
