Nope, nothing about quote levels. (There is in the format menu up
top). So no, not on my Tiger, Len.
But I can make the writing go backwards from the contextual
menu... no

Hebrew, Shrebrew... if it says the writing can go right to left then
I expect to be able to make it go "werberhS ,werbeH" . But it does
not do this at all! I say yes to Rich text, I select right to left
and guess what it does? Something incredibly pathetic, weak as piss
(to use a common Australian expression): it puts the phrase on the
right side of the page. Same thing happens to actual typing new
words, they simply start at the right of page, and move to the left
as you type to make room for the latest keystroke at the far right
edge. But they are just normal looking and right justified. Apple
really have stuffed up bad eh? Admit it!
