Actually, Apple didn't stuff anything up. I'd only expect Windows to screw things up that badly. English is a left-to-right language. If you switch the language to Hebrew or Arabic, the letters will indeed behave like you're expecting. This behavior is determined by the character set/localization you're using, not just the menu setting.
