I had a similar situation with Classic hanging. Not all OS 9 extensions 
appear on the Classic window during startup.

In Panther you can go to System Preferences->System:Classic and click the 
advanced tab. The select "Open Extensions Manager" and start Classic. When the 
EM 
opens select the "Mac OS 9.2.2 Base" set.

If that works then you can create a new set in EM adding only the extensions 
you need to run your OS 9 software in Classic.
