I'm sure that it knows it now, but probably agreed to exclusivity
language as part of the licensing agreement thinking that it meant
that Nike would market UF merchandise, not Adidas, or something along
those lines.
However, exclusive means exclusive, and now UF finds its hands tied
and has to defend a practice that no prior licensee ever engaged in.

The request didn't come from UF, it came from a third-party company
that has a licensing agreement with UF.
The company makes the call and UF gets the bad press.
UF has had multiple licensing agreements over the years, and none
of the prior companies felt the need to put the squeeze on high
schools.
I doubt the issue was even contemplated at the time that the last
agreement was executed.
