I think the oversight of glibc by development working through discussion seeking consensus, and rejecting any attempt to override such consensus "from above", is much more effective than any attempt GNU or FSF makes at oversight. An umbrella organization for the toolchain should not act as an "above" that can override the community at all; it should provide services to the toolchain (e.g. legal support) as needed. -- Joseph S.
