Someone at the USGS privately emailed me to confirm that like Sandia, they cannot support gdal through voluntary donations or in-kind contributions that are outside the scope of contracted project work. Over the years the USGS has contracted through open solicitations for specific projects that are returned to the community, but these contracts are driven by programmatic USGS requirements which may or may not have utility to the broader gdal community.
