As
president of the NJ Herp Society I've found that often you can do more good
by trying to supply the correct info about animal care as opposed to calling a
gov't agency like USF&W...this of course strictly being my
experience in NJ because our local USF&W is so badly understaffed that
they rarely ever do anything to rectify a bad situation in a pet shop.
They have bigger fish to fry. Sometimes unfortunately, Pet Shop owners are
so ignorant and bullheaded that they refuse to listen to anything anyone has to
say, then that's when you raise all hell. But as a herper in a state with
increasingly restrictive legislation on the horizon I prefer to go the
non-governmental route.

can try PIJAC as a pet shop association but I don't really know what they can
do....good luck.
