Here you go.
I copied your schematic to a file called test.sch and ran the command ---
gsch2pcb --elements-dir /local/lan/pcb/packages test.sch
a PCB file was created with the TSSOP footprint in it (my footprints
are in the
directory /local/lan/pcb/packages). You should verify that footprint
exists and is
readable in the directories that you specified. You could also try
Stuart's suggestion.

I've used other footprints out of this directory without a problem. The
one in particular that I used was MSOP-65P-490L1-8N__ADI_RM-8_Package.
As a test I changed my test.sch schematic to use the footprint I just
mentioned. When using this footprint I don't have any problems. I was
really hoping that you would be able to replicate the problem. Should I
try and get the latest stable release from the CVS repository?
I compared the permissions between MSOP... and TSSOP... I found that
they have the same permissions. I'm the owner and group with
permissions set to 600. I'm stumped...
