If a project is looking to become a TLP, then it should go to the incubator.

If the codebase is already under the ASF, has a diverse community, and an established track record, then I don't see the need for this.


Examples: Ant, Avalon, Cocoon, James, Maven all were established via direct resolutions.

i agree with sam.

if a jakarta product was looking to become a TLP then all they need to do is to ask the jakarta-pmc and we'll do everything we can to make this happen. if a group develops momentum and grows into a size that TLP becomes a realistic goal then i'd hope that the apache commons would be equally helpful.

i agree with the earlier assessment that top level projects require a certain size to be successful. i like the idea that apache commons might be a good home for groups of products that might (or might not) one day grow big enough to justify their own top level project. a product may mature into just a good stable library or may grow into something more. it's often hard to know which will happen and i'd like to see apache commons nurture both possibilities.
