But, that oversight is *only* the responsibility of the PMC. If it's the functional groupings, then those should be top-level projects themselves and PMCs in their own right. If a 'functional grouping' is large enough to manage itself, then it should be a TLP.

membership of the jakarta pmc to more acceptable levels if we'd
previously asked senior committers to provide a secondary level of
oversight. (of course, the responsibility would rest with the board.)

Those 'senior' committers would be the PMC members. -- justin
