i've been thinking for a while (mainly in the jakarta context) that a willingness to engage with a project and membership of the ASF (or of another pmc) should be good enough reasons to propose people for election.
there should be enough folks actively engaged in jakarta-commons who satisfy one or other criteria to bootstrap (if this concept is followed).
